Munderfing uses the “Systemic Consensus” model when it needs to come to fast decisions. Therefore, the no-arguments are collected and furthermore the interests of the public can be considered in an optimal way.
Munderfing is the first municipality which has adopted the “Systemic Consensus” model for its guidance of the community policies. The aim of Systemic Consensus is to get solutions with a broad capacity. Besides decisions in the local council, it is particularly used by public participations. Therefore, the opposition of the proposal is determined. Consequently, various important decisions regarding the requests, needs and interests of the public can be considered in an optimal way.
The model was applied in November 2018 in the case of closing the railway crossings, as well as in the local council where they found a fast agreement of the budget for the year 2019.
Issues which need a decision can be handed in either by the municipality or by citizens. Then they get edited in meetings by the local council in the agenda “topics of public participation”. The choice is made, if it can be decided by the local council, it is declined or a committee which deals with the topic is created. If the local council classifies the issue as an important request, working groups will deal with it.
